October 9, 2019 Dear SEC, Please reconsider rule S7-14-19. I broadly agree with many of my colleagues that have provided excellent insights and examples of the harm this rule could cause. As a 25 year private investor in many "dark" stocks, I believe you are proposing "a sledgehammer to crack a nut". I would like to suggest another idea for a solution (I have seen several excellent ones already in the comments). Create a venue where professional investors could interact with SEC staff. A place where observations, comments, experiences, etc. from practitioners could be used by regulators to ferret out frauds. Thank you. Todd Blue
