Comment regarding the proposed rule:
I support the proposed technical changes relating to how entities and individuals access EDGAR to make submissions. It makes sense to implement third-party service providers to ensure the identity of those who access EDGAR on the behalf of other individuals. Making users create accounts is a mainstream technique used across many data accessing sites and it helps track the history of users which can both benefit the data retrieval system and the users themselves.
