The SEC should absolutely implement the provisions of Section 954 of the Dodd-Frank act, but frankly, it's far too late. The SEC is a complete joke, and the wealth gap in this country is too far gone, never to be repaired. The SEC has favored the rich from day 1, so don't pretend that you care now. The Donald Trump SPAC deal DWAC being up 600% in two days really galvanizes the fact that the SEC is totally useless.
