To Whom It May Concern: The crude under the north American continent is the cleanest and easiest to refine as any in the world, so Why do you want to make it tougher for our oil companies to refine our own oil, so they quit, then we import dirtier crude from overseas, which contains more pollutants, to meet our energy needs.
