Please follow through with study of "flash" trading and consider regulation to prevent market turmoil.
I teach and invest for small investors. They are feeling abandoned by current policies of trading. Their retirement investments are threatened. They are too scared to participate in the stock market.
Please enforce ban on naked short selling.
Please regulate "flash" trading.
