As an individual investor, I fully support improved oversight of traders large enough to force market moves. I'm also very concerned about the short-selling ETFs and their potential to cause extreme market swings without any real underlying financial basis. I was initially supportive of the removal of the up tick rule but have since begun to question the legitimacy of the change. Please reconsider the reinstitution of the up tick rule. Short sellers obviously add a necessary balance to the market. Nonetheless, setting off a collective hysteria in the market by essentially shouting "fire" with high volumes of short sales cannot be tolerated in a market based on tangible economic value. The stock market cannot be allowed to become a commodities market. Thank you.
