Dear SEC:

Short sales needs to be specifically mentioned in the large trader rule.

Filing "Intent to short" needs be as strict as the intent to buy a large position (Is it 5% of the stock?).

Short sellers yell that shorts are the other half of the market.

OK, require the same for shorts.

The banks are indirectly using the discount window to finance their massive short positions.

We need the same level of streaming data on shorts as there is on long purchases.

Short positions must be covered as the sale is made.

1 or 2 weeks later is not good enough.
