This proposed rule is detrimental to the small investor. I rely on some of this public data to make investment decisions because I obviously don't have all the resources that large investment firms have. Implementation of this rule will decrease transparency and harm the small investor. I see nothing positive from changing the threshold for reporting. Thanks
