I hope you will not bring back the uptick rule, bulls in this market have been raging like mad for it blaming this whole financial chaos on it, if you put the uptick rule in place, you might as well put that in place for selling of any financial instrument not just so if its "borrowed".
There could however be regulations that can limit the owner of said paper to mark his ownings as non "lendable".
Everything else i that i own, cant be borrowed without my permission much less sold.
