When you have a rule put in place 70 year's ago for the protection against short selling that destory's capital. Then in 2007 you take the rules away hmmm in less than a year you lose 60% value of the market. You made a Huge mistake so take ownership of it and put back the rules back as they were or tougher, not a water down version...
