Please re-instate the uptick rule along with the circiut breakers. Frankly, I would prefer the rule to be re-instated in full as it existed from the 1930's until its demise in 2007, but I would find the current proposal acceptable.
I have a hard time understanding why the SEC chose to drop a rule that worked well for 70 years. You need to return the market to investors not traders. Prices of a stock are no longer based on earnings or quality of a company.
Instead, they are determined by the large traders who either walk a stock up or short it down utilizing absurd margins. Individual investors don't stand much of a chance.
Due to lack of regulation, hedge funds and ETFs have almost ruined our economy and placed us all at economic risk. Individual investors look to the SEC for protection we have been dissapointed.
