Markets have been manipulated. Abusive short selling has been a significant tool. Action should be taken that applies uniformly across the board. The new proposal in which shorts would have to sell above the best bid price is innovative and promising in terms of accomplishing the goal in a manner that is practical in today's markets. I suggest to approve it ASAP and move on.
