SEC Commissioner Mary Schapiro,
Please reinstate the uptick rule and strength the rules to restrict unlimited naked short selling.
The purported gains in market liquidity do not justify the risks to general confidence in financial
markets, a problem compounded by enabling unscrupulous insiders to distort market prices by
selling shares with impunity even when they cannot deliver the shares they are selling.
