Dear Chairwoman Mary Shapiro, One of the most grievous errors of the previous Administration was the withdrawal of the UPTICK Rule. Sound stocks have been devastated, Pension funds and individual stock holders have been ruined. WHO WAS THE WINNER? Rules to protect HONEST investing Americans are PAST due!!
