Simply reinstate the rule as it was. In my opinion, the only reason it was removed was to make it easier for brokage firms to implement new technology. The decision is another example of how the SEC has been in the pockets of Wall Street. The elimination of the rule has allowed naked short selling to run wild and Goldman Sachs to run wild with it's minipulation of stocks (given the ties GS has with the SEC, I guess this was intended.)

Reinstate the former rule as it was or stronger to reinstate retail invester confidence in the SEC.
