I believe that the various hedge funds and others have been allowed to abuse the markets with impunity for to long. The current rules against Naked (and abusive) short selling (as seen in Dendreon and Overstock as well as others) need to be rigorously enforced. The fails to deliver and their associated fraud against the rest of the Market participants need to be adressed in order to restore retail investors confidence by providing a fair and balanced marketplace. I heartily endorse both your rule change provisions and hope they are imposed soon. However, without enforcement any and all rules will be moot. Regards.
