I believe short selling should not be allowed. If you do not have the stock already, you should not be allowed to sell it. Borrowing is a way to avoid taxation, so I think even the borrowing should be disallowed, or perhaps taxed at a lower rate than sales, if only to more rigorously monitor short selling and ensure that short seller have actually secured stocks, and that each stock has only been secured once at any given time.
