do something to favor the ordinary investor and not just sophistocated brokers/dealers/hedgefund managers. Prosecute those who abused the system last fall and last year. Limit the ETFs that get around margin rules to manipulate stocks to the downside. Reinstate the old uptick rule so that another crash does not happen. Do not allow selling without buyers. Tests are not fail-safe, always consider other scenarios (for example, the uptick test was conducted during a strong bull market). Consider "stress testing" the uptick rules and modifications UNDER ALL CONDITIONS
