Please take a market-wide, permanent approach to restoring uptick rule, that closely resembles it's original form. The real benefit of short selling to the market is to provide a counter-balance to investor exuberance and provide liquidity. Having an uptick rule does not interfere with this function.

Without this function, there is no reason for short selling to exist What other asset in the world can be sold short? You can't go up to your neighbor and sell part of their car or house short because you think that it is overvalued...
