No, do not bring back the uptick rule.
Nobody complains when a stock is way overpriced, now do they? Short selling helps expose this.
Asking people who don't know how to invest if they want to bring back the uptick rule, is like asking welfare recipients if they want a raise in their checks.
An obvious yes answer
