The uptick rule should absolutely be re-instated.
As a smaller investor, it is quite obvious that the market has been almost completely manipulated by insiders over the last few years. Until the "shorts" are reined in, I have little confidence that the playing field is level enough for the general public to have enough confidence in the system to get back in the water. Especially when they look at the carnage wrought on their 401(K)s. I count myself amongst their number.
