Jun 20, 2018 Securities and Exchange Commission To the and Exchange Commission, As a former licensed retail broker, NASD-member firm manager, and Trust Investment Officer for Citibank, I am at a loss as to what makes shady financial advisers acceptable. In the mid-80's to early 90's, you darn well better comply with the rules and investment objectives of the client or your career would be short-lived. If there is a known loophole allowing unscrupulous advisers to pimp innocent investors, close it. Completely. Period. Demonstrate your scruples. Send a clear message by fixing it properly the first time. I'm counting on you to make a stronger rule that closes the loophole. Americans who've worked hard to save for retirement deserve peace of mind about their financial security. Sincerely, Ms. Carol Carpenter
