I do not support this rule because I believe a company's internal policies and activities should be governed by persons having a stable long term interest in the company which includes an intention that the company do well, and who, being individual investors of their own hard earned money, have placed their money at stake in hopes of that happening, as opposed to allowing opportunists to use to seize control of the company so as to profit from buffeting the share price up and down with disregard for the long term outlook of the company and its dedicated shareholders.
