To Whom it May Concern, I believe that rule S7-06-22 is a detriment not only to the shareholders, but to the businesses as well. Derivatives by nature are leveraged at 100x. What is stopping someone from buying far out of the money contracts and declaring those are shares and therefore are able to vote on extremely important matters that can change the course of history.. I do not believe this rule should go through. -- Joel J. Guttman
