This is one of the absolute worst ideas I've ever seen come out of the SEC. It does not open the floodgates for manipulation; it blows up the whole dam. Were I a large enough institution, I could buy calls with offsetting puts right around the time for a vote far in excess of the available float and override legitimate shareholders. This is a disgusting abuse of retail investors and longs in general.
