one cannot vote shares they do not own. derivatives are responsible for the infinite liquidity in the markets that are a plague used by nefarious bad participants. do foreign citizens with no usa citizenship get a pass to vote in our national elections if they buy a redeemable asset good for future delivery? this is passed as proposed would inflate voting proxies and dilute an entities current voting shareholders. is this the plan for the proposal is a tool to enact corporate takeovers? i hope not but doesn't appear so. i respectfully ask for this rule is be denied.
