I'm extremely disappointed that this rule is even up for consideration. Just when I thought the SEC is getting it right we're trying to give beneficial ownership rights to borrowers of a stock. This is ridiculous, individuals holding options has the option to purchase shares. They are not owners of shares until the options are exercised, furthermore that would in some cases beneficial ownership rights for 1 share to multiple people. I disagree with this suggested rule.
