Please make it so all positions are reported.
Is it that hard to figure out how many shares for a company are circulating? Its insane you've allowed ways to self report things and than fine people.
You need to report to the DOJ, FBI or secret service for these crimes. You are a middle man for the rich to rob the poor but you can be so much more.
Ban dark pool trading, ban PFOF, decrease clearing times, increase transparency. We are watching you make convoluted rules when the solution is being screamed at you.
