I would like to request further clarification regarding whether or not this would also enable institutional investors to communicate and act together without regulatory oversight? This is concerning because it will essentially allow institutions to collude against retail. From the humble perspective of this individual American investor, the gist of this proposal seems to be fundamentally skewed against people like myself (aka., the everyday retail investors, aka., the backbone of the American economy), who usually do not have the financial firepower to be deemed 'beneficial owners' of a company. Please rework the verbiage in this proposal to be more inclusive towards retail investors. We are already fighting an uphill battle due to the amount of sheer power institutions have on the market please do not put forth loophole-ridden rules/proposals that will only further empower institutions while crippling retail. I, and many others like myself, will be keeping a close eye.
