The additional rules seem to defeat the purpose of the larger crowdfunding initiative. It will make it difficult for startups to participate in the process for fear of missteps that results in a 1 year fundraising ban. Crowdfunding could lead to a dramatic increase in the pace of innovation in the United States, please don't stop it before it has a chance to shine.
