prior to putting this rule into effect, please understad how it will impact the whole community rather then just a few. I understand that it is difficult to have exceptions in the rule BUT look at where most of the issues arise. Is it at the larger firms that even with more staff are unable to control unauthorized access to information or is it the small firm that has a tighter control on it information. Let us see the stats. before this rule goes into effect.
remember a blanket of the same size may not cover every one in a large bed But it could smother someone in a small bed.
