I am in favor of a change from t plus 2 settlement 2 t + 1 because I think it will allow easier flow of Trading. I believe this is especially important as we enter the age of crypto and where settlement on Securities can be almost instantaneous. It would be in the SEC best interest to keep Pace with what is happening in these other Arenas so that they can remain competitive or trading flow is likely to go elsewhere. I also feel that T + 1 will allow small investors with cash accounts to not only be able to trade more seamlessly and more often, but will also be able to control their risk better by getting in and out of positions more quickly.
