T-1 settlement is a good start to the ultimate goal of T+0. In this day and age of computer tech theres zero reason to not impose T+1. The T-2 is way out dated and gives too much leeway for hiding nefarious sales - Archegoes is the most recent. The trust of the market is dissolving rapidly amongst the world + retail traders.
With that, there should be zero room for extensions harsh criminal penalties for non-compliance. A fair and open market has been needed since Lehman in 2008. Stop the hiding from Joe Retail.
