I believe that this proposal is a step in the right direction, however, I feel there is more that could be done to ensure investors protection.
I believe that any transaction executed should be settled same day. There is no excuse with today's technology that this can't be done. Institutions have computers that trade in fractions of the blink of an eye, so why can't the same institutions who handle these trades be able to settle the trades and locate shares in the same day?
I also believe that forcing retail investors, and allowing institutions, to wait until 2024 serves no real advantage to anybody. The sooner this rule is implemented, the better. It should be enacted within the year.
