I believe this proposed rule will help both retail and institutional investors buy securities with better understanding of which direction that securities is going and make a more educated decision.
I hope shortening the transaction settlement will also prevent settlement manipulation and force market actors to actually locate securities they deal with thus ensuring a fairer market.
