I think this proposed rule is a good rule, however, I believe that this rules no later than implementation date should be push forward a year. Instead of 2024, it should be 2023.

We need our markets to be efficient now. On a daily basis, I overhear or speak with retail investors who are fed up with how unfair or slow/inefficient the market is on their side compared to institutional investors. We are losing people who are willing to invest daily. We need to start implementing rules now, and for those who are unable to make the appropriate corrections, they should pay a fair fine for not being compliant.

This fine should be appropriate and not just some number. We need appropriate standards and discipline if we want to protect retail investors.
