Same day settlement is possible and should be the goal. I understand this proposal is an improvement but its not good enough. Its long over due. Where is the desire for efficiency and transparency? We should be discussing settlement times in hours or minutes not days. We arent trading in paper anymore. These excuses to not update the system are highly suspect. The failure to deliver a stock is concerning to the integrity of the market. The amount of corruption and fraud is so obvious and this simple mechanism of settlement plays a role. Adopt blockchain or go the way of the dinosaurs. We are losing faith in you.
