The manipulation of stock prices via shorting and the use of options is allowed partially by lack of enforcement of settlement times. These practices hurts the value of my portfolio, and it fills me with an anger and foul attitude towards my government. I seriously dont see the point of commenting on this proposal, because even if its passed, it will either not be enforced, or the punishment for violations of this proposal will only be minuscule fines. The SEC is an utter failure, and they only serve to protect the wealthy. If the whole financial system collapses, I would go so far as to say that we had it coming.
