To whom it may concern,
I support this rule in order to increase transparency during the settlement process. Currently, the long settlement times has led to institutional abuses of power to create sell walls and manipulate price for other sellers, especially retail, taking advantage of fractional share price changes and mass order placement due to the longer settlement periods.
Decreasing these periods would begin to make a more honest and fair market, unlike what we see today.
