Cash is mostly digital, computers transmit data instantly. There's no reason we shouldn't have instant settlement. It's a lack of transparency and functionality for no reason that puts retail traders at a distinct disadvantage. This bill is a compromise, but at least it's something and it should be implemented immediately. There's no reason it should take 2 years for something that is possible right now.
