I feel that we as retail need transparency in the market and a smaller settlement date. I feel that rule should not take till next year or so to go active/effective. The integrity of this market depends on these rules go effective immediately. With the technology that we have today, there is no reason why this cant go active as soon as possible. I am a retail investor in the market and I feel that it leans to much to the institutions, banks, hedge funds and market makers. We need this rule to go active as soon as possible, not in a year or so.
