Shortening the settlement cycle will help to reduce risk in settlements and the clearing system. It is my opinion that the technology to implement this new rule is already available. I do not believe that this rule should take two years to go into affect, nor do I believe it should take the market and all of its participants that long to adjust to this new ruling.
