Please approve and make effective immediately. Please enforce these rules with meaningful penalties. Many believe bad actors have very powerful positions at the highest levels of our financial systems and these bad actors consistently abuse their positions of power to rig the system for gains at the expense of retail investors. I believe this rule, along with other recent rules/proposed rules can help bring light to our market and help keep all parties honest. At a time when millisecond transactions are possible, these enhancements should be easily possible to enact technically. Thank you for advocating for retail. Respectfully, Michael Ruiz
