Please include a trade at rule. In fact, there is no need for a pilot on this one. It would just be fair for the SEC to have everyone trade based on best price/time. Giving flow providers/MM the ability to trade ahead of public displayed bid/offers should be banned like it used to be banned. Because its wrong and unfair. Why are you picking winners?
