When regulations are overly complex, confusing, or inconsistent, it becomes very difficult for regulatory agencies to effectively monitor and enforce compliance. A few specific issues that arise: 


- Agencies struggle with inconsistent interpretation and application of the rules when even experts can't agree on what's required. 


- Hard to identify violations and non-compliance if the rules are unclear or full of loopholes. Regulated entities can exploit ambiguities. 


- Resource intensive for agencies to sift through dense regulations to audit compliance. Difficult to cover all areas. 


- Regulators end up relying heavily on the regulated industry itself to interpret and self-police, which is problematic. 


- Inconsistent enforcement when meaning is unclear, which reduces predictability. 


- Avg people harmed have a hard time understanding rules to know when filing complaints. 


- Ultimately decreases deterrence when likelihood of getting caught for violations seems low. 

Simplifying and clarifying complex regulatory frameworks would aid oversight and accountability. It could reduce unintended compliance burdens while still preserving policy goals. Both regulators and the ethical members of industries would benefit from more comprehensible rules.
