To whom it concerns: I cannot and do not support this proposal. Each item change should be a separate proposal to allow all market participants the resources necessary to interpret each proposed rule change, and how each proposal will impact the market in which they participate. The commission's attempt to title this rule proposal as a Safeguarding rule is extremely misleading as well as concerning. This proposal reads like it was provided to the commission through a think tank. Regulatory Capture is written all over this proposal. Anonymooooouse
