It has come to my attention that this rule does not protect registered shareholders, but instead protects beneficial ownership, which is detrimental to our markets. If Shortsellers are allowed to continue to fail to deliver, fraud will continue to run rampant in our markets. I am against rule proposal S7-02-22.
