To whom it may concern: I am a small business owner and individual investor. I am writing to support amending the definition of ‘‘Exchange’’ and Alternative Trading Systems (ATSs). I support the proposal to improve investor protection by promoting fairness and increased transparency, as well as efforts to promote orderly and efficient securities markets. Please consider making a clear definition for “Communication Protocol System" and require registration of brokers, along with record-keeping and disclosure mandates. Sincerely, Neill Dorn
