 I object to the proposal. Decentralized protocols for swapping cryptocurrencies CANNOT be considered equivalent to traditional securities exchanges and should not be registered as such. Establishing such rules would at best require changes that would harm US investors'/citizens' privacy. More likely it would expose US citizens and organizations to legal risks impossible to reasonably mitigate and effectively shut the United States out of a growing innovation sector, thereby reducing the country's ability to influence and benefit from it. Similarly, organizations that build user experience to interact with such protocols also cannot reasonably be considered exchanges as they have even less resemblance to a security exchange.
