April 18, 2023 This proposed change is a full frontal assault on the first amendment. A decentralized, smart contract token exchange is code. Code is speech. We litigated this extensively in the 90s, such a shame we have to do this all over again. Encryption and cryptographic distributed ledger technologies are inherently a God given human right, and not only that but they do not operate or exist inside the US but online. This rule would at best simply move this budding industry offshore completely or at worst it may be one of the biggest global assaults against free speech ever committed right behind the also egregious RESTRICT Act, which we will be fighting against too. Thank you for withdrawing this proposed change in it's current form.
